The rationale is to standardize the test method and minimum criterion used by the flooring industry to measure static coefficient of friction. According to ASTM F1066 Standard Specification for Vinyl Composition Tile, the VCT shall meet the static coefficient of friction (SCOF) criterion, as described within ASTM D2047 - Standard Test Method for Static Coefficient of Friction of Polish-Coated Flooring Surfaces as Measured by the James Machine. We are simply adding the same criteria for products out of the box (uncontaminated) to F1700 Standard Specification for Solid Vinyl Floor Tile, to ensure all manufactured, inventoried, finished, solid vinyl floor tile, meet the same minimum criteria of = 0.5 SCOF, for reasons of safety and consistency.
Since Solid Vinyl Floor Tile is not usually recommended for use in wet areas, and manufacturers include in their maintenance instructions that spills are to be wiped up immediately, the testing will be performed in dry conditions. ASTM D2047 is a laboratory test method and is not a practical in-situ or field test apparatus. Should a manufacturer wish to sell F1700 compliant Solid Vinyl flooring for use in wet or contaminated areas, then other test methods should be considered for justification of its suitability.
