New Practice for Supporting Compliance with Requirements for sUAS Operations over People
1. Scope
ASTM has released standards (i.e. F3389-21, F3322-22, and F3411-22a) in support of testing and certification of small UAS (sUAS) for Operations over People. These standards include methods to test and verify the performance of sUAS parachute recovery systems, conducting analysis and impact testing to determine the injury potential of sUAS, and Remote ID performance requirements. This task/activity will be focused on codifying effective Means of Compliance for determination of aircraft injury potential, demonstrating that aircraft do not contain exposed rotating parts that can lacerate skin on contact with a human being, and evaluation of aircraft designs for safety defects. This group will also determine if a baseline set of methods to reduce the pilot workload and skill requirements required to implement Operations over People-specific controls is appropriate for incorporation with the proposed MOC. While the main focus of this MOC is to comply with FAA requirements for Operations over People, the Working Group shall include other CAAs in the review and revision process of the Standard Practice to ensure international harmonization. Part of this task/activity will be to evaluate the other ASTM standards for relevance to production approval for UAS and leverage existing standards insofar as practicable.
