1. Scope
1.1 This specification is intended for a broad scope of measurement systems used in making acoustical measurements in accordance with ASTM standards and guides.
1.1.1. The specification in its current iteration includes the specification for the tapping machine.
1.1.2. This specification does not include specifications for systems to measure sound levels as defined in E3091
1.2 The values stated in SI units are to be regarded as standard. No other units of measurement are included in this standard.
1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.
1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Rationale

The purpose of this ballot is to create a general instrumentation standard; a new standard is being proposed due to comments received during the previous ballot not to repurpose an existing standard.

Currently this ballot only includes the tapping machine; it is intended that additional instrumentation would be added to this standard over time, and section 1.1 would continue to expand, although we specify that this standard scope is not meant to include systems for measuring sound levels, as these specification are already included in the standard E3091. The future items might include:

Intensity Probes
Vibration Measurement devices
Loudspeakers
Environmental monitors

The tapping machine specifications have been adapted from E492/E1007/E2179, and additional parameters added from ISO standard 10140-5. A reference for the tapping machine design has also been included. There is intent to add an operational sound level performance requirement for the tapping machine but that is not ready at this time. Further, we acknowledge that calibration information for the tapping machine has not been included; this is intentional and could be undertaken as future work. At the end of this rationale is a table that demonstrates the commercially available tapping machines’ compliance with the performance requirements herein. This table is NOT part of the ballot and just included for informational purposes only

While reviewing the currently available tapping machines, we noticed that all of them are much less than the 25kg limit that has been in other standards. Therefore, we have reduced the mass limit to reflect this change and to keep tapping machines portable.

It is the intention to remove the specifications in individual measurement standards (such as E492/E1007/E2179), as appropriate, and replace it with a reference to this document.

This third ballot has been drafted taking into account comments and negatives from the subcommittee from the second ballot. If you have questions about the purpose and execution of this reorganization and addition, please reach out to the technical contacts for clarification.
